This is an interesting concept:

I don't feel I have a full enough understanding of it, though. Does anyone know more about it than is found in the Wikipedia page? Does anyone know of any cases where it has been shown to be useless or produces the wrong result?

From what I read on the Wikipedia page it seems to be a way to think about a problem. It's not a specific policy that can be successful/unsuccessful.

No, it's a way to measure whether or not a policy is successful or unsuccessful. Just like using statistics to determine whether or not there's an income disparity between genders, for instance.

So arguably, it is also a way to think about a solution, too.

Determine whether there is an income disparity between genders is about analyzing a problem.

If I want to decide whether the approach can establish "income disparity" precisely I would need to have some other model that gives me "the truth".
