Three inches!?!?!?! Around these parts, that is considered a heavy frost. Here in Upstate NY (East of Canada), we had three feet of snow a few days ago, and all they did was delay school for two hours. In all seriousness, Seattle has been getting 'heavy snow' ranging in the inches as well, and they didn't have the equipment to handle it either. They had to borrow plows from Oregon that were usually used to keep the mountain passes clear. I have a friend who recently moved out there from the frozen white north, and she was able to get about in a little FWD Kia, while locals were getting stuck in Jeeps and Subarus. Admittedly, the locals were trying to drive up hills that they probably shouldn't have even tried, while she was smart enough to detour a few blocks around to a less severe incline.
