I don't know much about car stereos but I was going to buy a pioneer with a CD player and Ipod feature. Is pioneer a good car audio system?

I'm no expert on car audio, but we had a 200w pioneer CD player in our old Nissan and it was awesome, had XM, removable face, etc... It was quite good for $200. Powered 4 x 30watt 8" speakers just fine

pioneer is a good brand, but a good head unit will not make any difference if the speakers and wiring aren't up to scratch.

Yeah I know I’m just going to hook it up to factory speakers but the reason I got it was to play CD's. Maybe later I can maximum Tune my car with some pioneer speakers

it will probably make a noticable difference, but like someone else said, new speakers with a new head will make a significant difference.
if you don't know how to install it, buy it from crutchfield.com. they give really good instructions custom to your make and model of how to install it.
they aren't the best price, but if you add on the cost of paying someone it normally is a good deal. and they have lifetime tech support
