Does someone know how to do a picture editing like in the following link:
The Bush-Obama Morph [PIC]
Is there some tutorial somewhere?
I would also like pictures of Obama turning into Bush but with more steps in between. At best something between 10 and 20 as I want to turn it into a video.

Yes, there is a program called Morph. Or at least there was 10 years ago when I last used it.
But google "morph software" and you will find something
From my experience using it back then it was a lot of work if you want good results

I think the artist here used Photoshop to do this- using the Clone brush tool to interchange features and changing the color/texture of the skin.

That's definitely a manual photoshop job. There's software that can morph faces, but no way near as good as that.
