You could probably do something that basic in MS Word and just save as HTML.

Due to the simplicity of the page you're trying to build you can easily accomplish it using any basic HTML editor. Most HTML editors have a preview mode which you can use to build your site if you're not familiar with HTML. I would not recommend using Microsoft Office to export your web site as it tends to add a lot of unneeded coding to your pages.

Andreas templates are nice to use for sites like that.

MS Word produces some of the worst, most disgusting HTML I have ever seen. If you ever want to actually hand edit your HTML, do NOT ever use MS Word.

You might want to give Amaya a whirl. It was designed by the people who designed the World Wide Web. But if you want to avoid HTML, you could always Google "WYSIWYG HTML Editors." (What You See Is What You Get).

Try Dreamweaver if you're willing to put in the money. Or check out Kompozer, which is a nice free alternative.

Definitely learn HTML. Even in Dreamweaver and Kompozer you'll end up wanting to make small tweaks here and there, and some problems are easiest to fix directly with code. Even though the editors are evolving, it's always good to learn the mechanisms working behind the scenes.
