It's pretty easy, actually... all you have to do is insert the elements of "The Loop" in the right spots! More info: The Loop in Action « WordPress Codex (btw. you'll get much more WordPress help on the forums over there)

Well, uh, in that case you first have to make an HTML page that looks like your gimp template! Are you familiar with HTML and CSS? If so, you ought to be able to slice and dice your source image and make a functional HTML out of it. If not, then, perhaps you should look around the web for a web builder who can do it for you.
