Yes, you can. Be sure to use a CSS image replacement technique, to keep your site compatible with Google and screen readers. Explanation: Another image replacement technique
Note: the downside is that using images makes it harder to extend your blog - you need to add and upload a new image every time you want to add a menu item. I prefer the flexibility of an all CSS menu, 'cause I always seem to end up adding buttons quite a few times...

Why not a combination of both...
You can use CSS and background images to create a css navigation menu and still maintain the positive index and follow results that a CSS navigation provides.
