My experience would definitely correlate with yossarian's. On the forums I visit, banned people often return to be great contributors. Often they don't. That's why I tend to say give a temp ban on the first go around, and then if they come back and repeat themselves anyway ... permanent ban. Unfortunately it doesn't tend to do much for the unhealthily obsessed who try to get back in on proxies.
