Yes it states we create it all, it says it throughout the book in many different ways. Others are representations or images we make. Here are a couple quotes just off the top of my head.

“Miracles enable you to heal the sick and raise the dead because you made sickness and death for yourself, and can therefore abolish both. YOU are a miracle, capable of creating in the likeness of your Creator. Everything else is your own NIGHTMARE, and doesn not exist. Only the creations of light are real.”

“The secret of salvation is but this: that you are doing this unto yourself.
No matter what the form of the attack, this still is true. Whoever takes the
role of enemy and of attacker, still is this the truth. Whatever seems to
be the cause of any pain and suffering you feel, this is still true. For you
