It's a reflection of the burning car to the left on the camera lens. you can see how the rider moves to the right precisely by the same amount that the camera swerves to the right. It's a mirror image. No pale rider here, sorry.

It does look oddly like a horse and rider, but the way it moves with the camera panning leads me to the same conclusion as Mynder.

I'm even more sorry that I don't believe it's the pale rider.

Well, it is whatever you decide it is, for you.

And my "sorry" was meant as a "sorry if my explanation destroys the illusion of a pale rider in this video".

It's really just an optical illusion. If you show the video fullscreen, and look closely, you can really compare the flames of the burning car on the left with the flames that seem to envelop the "pale rider". They're the same.

And the panning reveals it as well.

Which of the four would it be, anyway?

Your explanation is very believable.

There is no need to be sorry( for me anyway), I wasn't emotionally invested in this being the pale rider and I put put question marks in the original post to show I questioned the validity of the video.

It says in the article the pale rider is "Death".
