Are ghosts neutral?

If we talked about ghosts as if they were pre-humans, would that mean that most ghosts are neutral?

Are there more bad ghosts than good ones?

My view on ghosts or spirits is that they are just like the human world. There's good spirits, bad spirits, and everyone in between.

I'm not sure what you mean by pre-humans. Also you might have to define what you mean by neutral.
