I just tried the link with 2 different web browsers and it worked fine, what error message are you getting?

To summarize, the blogger is suggesting the idea of an accountability group but he ties it to major negative financial incentives if the goal/task aimed for is not accomplished. He describes all of the steps in excellent detail.
