Attention creates reality,you manifest what you focus upon.But does neutral attention create too?Or does only charged attention(charged attention means attention charged with desire or resistance) create?

I would say that neutral attention creates neutral manifestations. In other words, if you are vibrating at the level of contentment, you will attract more "things" that perpetuate your contentment, but not anything that would make you jump for joy with excitement!

It's my experience and belief that neutrality allows manifestations to be perceived, where resistance blocks it from our perception.

a quick addition to my previous post: desire itself can be a form of resistance, depending upon our beliefs.

In my experience, its the intensity of focus that causes manifestation. Emotionally charged thought is usually very focused. Idle thoughts do not necessarily manifest quickly, but if you become absorbed in your thoughts in a very deep way (an intense daydream for example), you will notice manifestations or synchronicity happening all over the place. So emotion is not necessarily a requirement, only absorption and it can be neutral.
