Point taken, and I agree with what people here are saying about labels. I imagine a person who doesn't eat meat during the week could simply say "I don't eat meat during the week" rather than saying "I'm vegetarian during the week."

In this case, the goat must be refused. Really, what is the difference? In either case you'd be hurting their feelings, but you could just lie to them and say meat makes you sick, you have a sick stomach. Even with no translator, you could charade "meat makes my tummy very sick" with your hands and a few gestures. People understand "sick." I wonder if that would qualify as a white lie.
How important is not offending the nice folks who killed their only goat? If they knew you had a legitimate reason, they would probably laugh it off once they understood, and would still be happy that they got to feast on a goat. More for them.

Casein is a protein in milk, not meat, and shouldn't prevent one from eating goat unless it's soaked in milk. Stick to kosher meat.

I've heard of people not producing enough of an enzyme to digest lactose, or being allergic to casein, in which case carrying an epi-pen might be wise since casein is in most everything processed, but lacking an enzyme for casein (caseinase?) sounds interesting and I'm trying to seeing if google could tell me more about it, even though it wouldn't have any effect on one's ability to eat meat.
