Which type of workout is more intense or tiring?

Lower body exercises, such as squats

or

Upper body exercises, such as pushups

Depends on what you mean by intense and tiring? You can make both tiring by doing more of each. And if you are maybe weak when it comes to squats doing 3 sets of 8 reps of squats will be very tiring.

I say squats. Squats work out basically your whole body. There is a great book called Super Squats (I may have mentioned it in my blog, can't recall) that is worth every penny. It's a short read, and largely responsible for my motivation and success weight training.

If you're working out in the gym with free weights and you're a general beginner, the lower body workouts can use more weight, use more muscles, and are generally more intense.

Squats are generally a more intense exercise because it is a full body exercise not just legs. When you incorporate your total body it will be more intense.
