vBulletin's reputation system has this built-in voodoo to prevent reputation flooding. It steps in when you try to give reputation twice to one user, but haven't given enough reputation to others first. Let's say the limit is at 10, then you need to give reputation to 10 other users before you can give more to the first one.
Similarly, there's a limit to how much reputation you can give within 24 hours.
