Default Tips on travelling in Costa Rica

I've been doing some research on Costa Rica lately because my boyfriend and I might go on vacation there.

First of all, how bad is crime there? I've read that if you're an American you're likely to be targeted to be robbed, sometimes by armed assailants. Also that they like to steal Passports.

Also, what are some low-cost things to do in Costa Rica? I'm interested in surfing, camping, and as much out-door activity as possible. On my list already are those and checking out volcanoes and swimming. Is there anything else I should be sure not to miss?

What towns are nice to go to? I'd like to avoid major cities if possible.
