Default Arg...what is this song?

I heard it on the radio hundreds of times but I always miss the title.

The lyrics go "Cha Cha Chaaaangin"

I've tried typing those lyrics into google with no no luck. Some many songs called Changing.

Can anyone tell me what it is? I think it's got to be pretty famous.

It sounds to me like David Bowie "Changes" or maybe a cover from someone.
