First, what negative souls are you referring to? No one is born evil or with evil intent.

And who incarnates into a position of power? I've never seen a baby dictator or tyrant, have you?

So people are born with a purpose... But it can't be a service to self purpose or a negative one?

Why would a young soul or whatever be allowed to incarnate into a position where they will likely become corrupt when it would be really useful for a more experienced soul to enter and act with diplomacy to help make this a better place?

Some places that I have read say that humans are fit for only souls of certain origin, so this would mean the human race surviving isn't so trivial to our spiritual growth. So I guess another question is.. who is in charge of the state of our planet?

Because they were more corrupt before. They are given a chance to "repeat" their history to make better choices (only slightly better in some cases). It's not all love and light on the other side.

The purpose is to grow. And growth always occurs. It is, however, not always visible to the undiscerning mind.
