Depends on the person. Depends on the situation. I would have to say that some people have empathy naturally, while others learn it through experience. I believe all of us has a little empathy, at least, but some choose consciously to develop it and others do not. Same goes with grace.

it is embedded cause there are empathy neurons or mirror neurons but i guess its been repressed abnd we have to learn it
