Do you know where I can find an experienced, talented PHP programmer available for freelance? I'm willing to pay extremely generously for experienced talent. I have found that it is mostly people of mediocre skill (average, above average at best) who reply to ads on oDesk and Craigslist.

Have you tried Elance? I get some good freelancers from there quite a bit.

What is the job description? How specific is it? If the task is really that challenging, perhaps you should be looking for something more than just a "programmer".

If you don't know, ask someone who works in IT. Show your job description and they'll be able to tell you.
