I've decided to dedicate myself to becoming a professional blogger with my niche in personal development. I don't have much cash to start with so I'm beginning my experience with Blogger. Would that be sufficient enough to get started? I'm currently using adsense for profit and the free version of WordPress does not allow it. I also hear that WordPress is better for SEO, but how much better is it than Blogger?

If you want a professional blog (make money with it) it's better to have your own domain name. Doesn't cost that much. You have full control and SEO has more options. Plus you can move your blog if necessary. With blogger or wordpress.com you can't, or not as easily. I recommend Wordpress. It does everything I want and need in blogging software. Plus there's lots of add-ons, themes etc.

I agree with spirit4711. I use Wordpress and everything's been great. Also, if you can, invest some time in getting a decent theme. There are a lot of great free you can take a look at by searching on Google or going to woothemes.com.
