Default Promoting another persons blog question.

If I am blogging about a certain topic and I find anothers blog article that is helpful and I link to their article such as saying, "XYZ blog has a terrific article on the subject click here to read it." Should I get their permission first if possible?

I have a topic I want to cover but want to show many other bloggers views on the subject also. So I plan to provide many links to other blogs. It will be all positive talk of the other bloggers.

I think linking to websites is fine. How else are people going to find other peoples sites (other than search engine and offline word of mouth).
