There's only one consciousness, but there are many levels to it. Within the one consciousness, each person you encounter is going to have their own particular properties and beliefs. This is separate from your conscious awareness in that you can't control that aspect of the person. They have their own consciousness, which you create (unconsciously).
The best example I can think of at the moment would be noticing the particular feel that you get in various different settings of people. That feeling or energy is the sum total of all the moods of the people present and where they're at consciousness-wise and so forth. Ultimately, it's all you, but you've created them with the ability to influence your environment and experience.

For purposes of interacting with people, I find it useful to consider them as being conscious. For manifesting, including other people just complicates things.
