Hmm. I don't think it's possible to change the speed of time itself, but I do agree that we can definitely change our perception of it, which, practically-speaking, amounts to the same thing.
Like other people said: when I'm completed immersed in a task I like, time seems to fly. When I'm waiting for a doctor's appointment, it's slower than a snail. There's no reason why we can't actively control that perception and make time faster/slower, according to our needs.
