My experience has been like this: of all the "good" friends I have made during 4 years of college, only 1 was made intentionally. The other 3 were by accident. 2 were roommates who happened to be very compatible, and another was a neighbour in my dorm, an initially very annoying girl who demanded that I lend her my chemistry textbook because she was too cheap to buy her own.
But now that I am living on my own off campus, I no longer meet people through the dorm. And, I'm living far from my existing good friends, so I don't see them as often as I want to. Maybe I just miss living with people. I have a number of acquaintances I've met in class, but haven't really clicked with any of them yet.
On the other hand, I haven't truly put out intentions to make new friends. Perhaps if I "placed my order with the universe", as Erin Pavlina puts it in her podcast, I'd have a bit more luck.
