Why not just manifest a more useful learning method?
For having native speakers to correct you - there are many, many language exchange sites - try a few, contact some welsh speakers, and see if any of them are willing to skype with you.
For efficient language learning in general - the only way that I'm aware of to do it is on your own, rather than in a classroom setting.
Language Learning Forum has a wealth of information on how to do so, as well as pointers to books - I highly recommend "The Art and Science of Learning Languages" (I have no stake in this book; it's merely the best book on language learning that I've ever read). Ardaschir's posts on the aforementioned forum are also a goldmine - he's no longer active on the forum, but he shared quite a lot of the methods that he used to become proficient in a few dozen languages....
