I guess it's not a city, it is the whole country.
Coming to Russia can be a shock to a westerner. And one of the reason is how mean and rude people on streets can be. It is a sort of a defense mechanism. They do not mean real harm most of the time. They just protect their personal space, like Julia wants to do as part of her trial. Still it is unpleasant.
