Rules have value, they hold a society together.
Nietzsches Uberman lives by his own rules, but that is completly different from the absence of rules.
Rules have power.
No one has to follow the rules, if he is willing to take responsibilty. Nietzsche didn't like the concept of democracy.
Freedom is internal and hasn't anything to do with rules. Freedom is the ability to commit.
You can go and fight your battle, either replacing the rules or perishing.
Without fighting for your own views, for your own rules you can't perserve integrity.

The problem in our time is that the stacks get higher. While terrorist who kill a few thousands here and there aren't any real problem and could produce change in society but it gets a problem when weapons get stronger and terrorists could get ABC weapons.
Global Warming is another battle, which could produce existencial problems for humanity.
Bad science could also blow up own planet.
We need rules that are agreed on by everyone to reduce the stackes.
If humanity fails to produce those rules within the next 200 years humanity will perish.

No one stops you from taking responsibilty for your actions. Claiming that those rules hinder you to take responsibilty is nonsense.
If you aren't even able to decide for yourself for responsibility, why do you think that you would take the responsibilty when their weren't rules.
Blaming the rules for your own inability to take responsibilty for your actions is as Nietzsche would say slave morality.
