You could live in a country so corrupt that the government can't collect taxes... of course then there's other "taxes" on your freedom like elections being heavily influenced by bribes, a percentage of elected officials being executed because the wrong person won, and various levels of government deciding that the land you live on is theirs now (for that person's private benefit of course... you didn't think they did it for the greater good did you?).
In the end if you want to live among other people you can't do everything 100% your way (at least not for any extended period of time, and not without great expense). Want total freedom? Find a remote forest - try Alaska.
