For the simple reason that even if you are a victim of bullying and come out of a fight with the upper hand, the bully still wins,. He will be quick to come back, as they always are, either for revenge or throw a punch in the form of a charge of common assault and suddenly turning the tied round; from being the agressor into being the poor victim.
