I don't presume to know how Tom would answer this, but I'm going to give you my answer that I've experienced directly... in hope it sheds some light on this problem.
I've noticed, as I would assume, everyone else does who uses MBO's that from time to time, things just don't "work" with the MBO method. I've been left scratching my head more than once over some MBO's since I could not figure how or if they were granted, or if it just wasn't in my best interest to have them come about. Anyway... one solution I've used, that only sometimes works, is that right after I ask the MBO or maybe a little while later, I would ask outloud to my Guardian Angel WHY this particular MBO did not work. And then I have to pay very carefull attention to my thoughts because more than likely my GA will give me a telepathic answer. So the first thing that crosses my mind after I ask the question is most likely the answer.
Obviously this is not an easy thing to do, but I do get answers sometimes that make me go "hmmmmm". Or perhaps you could just do an MBO for your GA to give you a very strong indication in the form of a telepathic thought as to why the MBO did not work or seem's to be delayed.
In the long run, if you really stand back and think about this. The ULTIMATE method of communicating with your GA is to have a one-on-on conversation and be able to clearly understand what your GA is saying. I think anyone can do this, you just need to practice it alot, where you ask a question and then "listen" for the answer.
