Interesting.
I personally feel that leaders can be made (not to say that some are never born). People really can change rather astoundingly. And one can learn to be bold. I have become way more bold in some areas. Boldness comes from conviction, and as that can be developed, boldness can too.
And frankly, I'm quite glad that leaders can be made. And I don't mean pseudo-leaders. I mean real people, either by will or by fluke, become something great. I echo Nelson, too. Entirely possible.

However, I find that older people tend to think differently. I wonder if it is because they did not accomplish their goals and so think no one else can't?
