It does sound neurological (disclaimer: I am not a doctor). My brother had symptoms like that related to migraines. I think going to see the neurologist is a good idea. Just not the one you went to before.
I don't really have any expertise in the psychic realm either, so I'll leave that to someone else. Maybe someone in Holisitc medicine will have an insight for you as well.
