You'll get multiple answers on this. To me, it's more or less about your focus. Whether your focus involves a ritual or not.
Last few days I've increased thoughts about a certain theme in my life, and increased thoughts about a certain subset of that theme. And poof, yesterday I saw that I manifested something associated with that theme. I'm being vague, yes. But my point is I put my attention on theme X and within two days of thinking about it (NOT obsessing, just reflecting throughout the day), I manifested an opportunity for action. The manifestation happened without any initial action in my case - aside from creating the thoughts, which someone like Anagogy would say counts as action.
Personally I get results whether I "set" an intention or whether I just focus on something. But it's probably easier to track results if you set it.
Setting it can be as simple as saying out loud, "I intend that ... "
