That's a question I've thought a lot about. I grew up with the belief that we choose everything in our lives. Sometimes it is difficult to reconcile that belief with what seems like random acts of violence towards seemingly innocent victims. Such as victims of a serial killer or things like Columbine or more recently VA Tech. I think that perhaps there is more to it. Maybe the victims were perpetrators in past lives and the balance didn't occur until this one, with what seems like an undeserved act of violence against them. I believe that we get back what we give out and it seems that some people do seemingly "get away" with heinous acts. Maybe they don't actually get away with it and get retribution by being a victim of someone else in this life or perhaps the next... Of course this is purely speculation on my part...
