I think people are generally responsible for their circumstances. I believe that people attract things into their lives based on their vibration. But, I'm not sure that people are responsible for EVERYTHING that happens to them. Some things in life seem to be predetermined or, at least, beyond the control of your mortal self. Perhaps those things are decisions your higher self made before you incarnated.

I doubt you would incur negative karma from preventing harm to another person, if anything, that is an act of kindness and you would get good karma. If you did prevent something bad from happening, perhaps that is how it was meant to be. If it was possible to incur bad karma in this way, that would be horrible. You would have no idea what actions to avoid because you could be aiding or interfering with karma with every action you took.
