It's called a "link farm" and it was thought of in the 1990's. The search engines are all aware of this type of thing and will eventually stop passing any link popularity from the sites that are involved in the farm.
Never link to any site that you don't truly "vote for" as a great, relevant site for your own visitors to check out.
