I am a third year and having the same troubles.
I volunteer at a few places and that helps! Also, hanging out in similar places. I don't know if you are in a college town, but start going to same coffee places, etc. And whenever you can, get out of your place!!
Study at the library and you will see people you know, either from class or just around, smile/wave/eventually talk, etc.
It is also important to join clubs and stick around for things... I've been in college for 6 months and am finally starting to make friends. It takes a while (hopefully not that long! I'm also kind of shy)
