I think both are just labels and don't really have much meaning besides as helpful conceptual constructs (especially in regards to Polarity).
Another way to look at it, is from Dr. Hawkins' Power vs. Force paradigm: lightworkers try to increase their level of Power (through raising consciousness), darkworkers try to increase their level of Force (through fear and material means, which to me seems like lowering consciousness).
However, this doesn't really jibe with Steve's comment that level of consciousness doesn't have anything to do with polarity, so I'm still confused
edit: Maybe he means consciously being/acting as a darkworker/lightworker, not level of consciousness? Different uses of the word "consciousness"? If you consciously act one way or another I can see how you can get to the same place, but LOC-wise I'm not sure it'll be the same
