I've had people like this in my life. The reason why he's hanging around you is because you are polite to him. He senses that you are weak.
Watch how other people treat him that he doesn't speak to and do the same.
The funny thing is after you start treating him honestly (like saying the truth what you think about him) he might start behaving normally and you might actually end up being real friends.
