Fear-personality seeks power by playing on other people's fear. It uses intimidation on others and plays on the greed of others. Fear-polarization also puts motivation into intentions, such as the motivation of greed to work for money. Intimidation and greed, that's pretty much all I can think of. Also, fear likes to make people needy, dependent (powerless, under it's control).
To use fear intentions, you compel yourself with feelings of lust, greed, egoistical gain/achievement and victory. And work always for the ego, never think of helping a group unless you're keeping in mind how it directly serves your one ego.
Fear-power is always used in relation to others - being more powerful than others and taking away from others to hoard for the ego-self. Just think of the opposite - love polarization experiences oneness, 'all is one', so there is no 'other', only other aspects of the now all-inclusive Self.

And whatever you do, don't go far with fear until you've 100% polarized, because people will be out to kill you. Stay low and hidden, such as just being a stock-trader and not a mafia boss, until you've polarized, for if you changed your mind to love and showed that heart-felt mercy, you'd be going down hard and fast. But if you want a certain amount of power, you've got to polarize. And once you've gone down one road, you'll be compelled to go further, up to that amount of power that is dangerous if you're not polarized. Hint, if you feel angry about anything, you're not fully polarized. Fear gets gleeful, sadistically, forcefully and knowing of it's own power. When you're polarized, you feel the strength and focus of your intentions. Anger is resistance, it's not very high up on the consciousness scale.

I doubt there's ever been a real evil overlord on this earth, and that makes me doubt there ever will be.

To polarize, I believe you have to see the choice, you have to see both sides as viable and fulfilling. The feeling of oneness that is at the peak of love, even if just glimpsed, is indescribably wonderful. And remember that when a person sees self as one with all, all love (for the world) is self-love, so there is no sacrifice. It is still service to Self, just not to the ego.
