Wow... that's a pretty bold scammer. I just notified PayPal to let them know about this site, suggesting they close the PayPal account and confiscate the funds.
I also found an email address for the site here:

The scammer's page is on a site owned by Steel Structure Development Company, LLC. Perhaps the steel business isn't doing so well this year.
