I've heard of examples of people finding a large sum of money alongside the road. Like some kids found 250,000. Their mother turned it over to the authorities, and they did the ussual search as to where this money came from, and also did the thing where if the money is not claimed within a certain period of time then the money becomes the property of the finder. These boys got to keep the money, as no one else claimed it.
My theory is it was some under the table dealings going on, and something must have gone wrong, and whoever had the money ditched it and then couldn't find it later, or perhaps the ditcher met an untimly end, and no one ever connected this money with that whole scene, and so the money came from somewhere, but now belonged to no one, and the boys found it.
