It's common for street lights to dim occasionally, because they over heat and a circuit shuts them down to cool off... but it can also happen to someone who's inner energy is running quite high, and you trigger that circuit when you get near.
A friend of mine, after energy work, can make every street light in a block go out, and once he leaves, they come back on. It's like you can follow his walk through a neighborhood by watching where the lights went off.
When I get irritated, regular lights will blow out near me, and forget any AM-radio reception near me, my electrical field messes up the signals.
