Plug the hard drive in as a slave in an old computer with Windows and boot it and you'll get your data...

If you don't have another computer but have another hard drive you could do the same(or make another partition if you can).

And you could burn a disk that'll let you look at your files.
Modern computer can boot from flash drives but I'm not sure how to use them to do that. You could back data up to it though.
UBCD for Windows
(you'll need a drive that can write disks, a blank disk, and maybe some software)

Also, DOS can't read NTFS file systems unless you use some other software for it(but you might be using FAT32, but probably not).
