Focus on giving in a way that empowers, and creates sustainable development. Giving a panhandler a dollar is just re-distribution of wealth, and won't likely have much effect. Volunteering with (or contributing to) an organization that helps the homeless with vocational training will enable him to create his own wealth, and to perform a useful service that helps other people.
Don't just give someone a piece of the pie. Make the pie bigger.
