Weight loss for those who are overweight would be quite measurable. So would reversing cancer symptoms, lowering cholesterol levels and lowering blood sugar levels for diabetics. How about improving race times for runners or cyclists. Breaking addictions such as smoking or drinking coffee is another very measurable goal that could be conducted globally. Or here's a good one: energy consumption reduction, this is measurable and anyone could participate.
I believe the content of a goal or an intention is better suited for certain polarities; content has a polar bias if you will. For example, try to imagine polarizing an intention for increased national murder rate with love. Although I would expect an MDE polarized with the dark side of the force would probably make more money than the MDE polarized with love, that is certainly debatable. And it is testable too
