No. One of the reasons it's called the "Law of Attraction" is to indicate its impartiality (also indicates its constancy--but that's another question). As Michelle points out, the Universe (or Source or God or...) is pure Love and doesn't judge or withhold or seek revenge, etc.
I like Abraham-Hicks' concept that we ask and we expand and sometimes, in that expansion, we expand so that we are no longer a vibrational match with what we had originally asked for. When that happens, we often don't even recognize when that "something" manifests in our experience; it typically just comes and goes out of our experience without our noticing (because we're no longer a vibrational match).
