No, the universe is pure love and doesn't understand concepts like being offended. They are human contructs and rationalizations.
However, if you ask for something and then change your vibration to decline it you simply won't attract any more of it because you are not in that vibrational place. It is impossible to attract and not attract simultaneously. Either you are attracting or you are not.
So, the only "punishment" you receive comes from either your own personal belief in a punishing universe/god or from changing your own vibration to disallow the flow of what you have asked for into your reality.
